Performing DC power rail measurements is becoming increasingly difficult due to a number of factors like:
• Power efficiency features like power gating and dynamic voltage and frequency scaling or DVFS
• Dynamic loads with fast transients
• Increased crosstalk and coupling
• Switching regulators w/ faster rise times
