EU oks spectrum farming for 3G, cool to DVB-H mandate

The proposal to open Europe's 900-1,800MHz radio frequencies to 3G and other mobile phone services has been endorsed by European Union telecommunications ministers, but the proposal to mandate DVB-H for mobile TV in Europe did not get much support.
